Bangladesh National Numbering Plan (Country Code +880)

The National Numbering Plan (NNP) for Bangladesh, last reviewed in 2001, covered both basic and other services like cellular mobile and paging. It was felt necessary to rationalize and review the existing plan due to the introduction of a large number of new telecom services and the opening up of the entire telecom sector for private participation. The previous plan was formulated when there was no competition in basic telecommunication services and limited competition in cellular mobile services.

The existing plan had limitations and bottlenecks that were likely to complicate telecommunication growth in the country. Therefore, a review was undertaken to formulate a plan that would be futuristic, flexible, and capable of catering to numbering needs for approximately the next 25 years for existing and likely new services. The new Numbering Plan was formulated for a projected forecast of 100% tele-density by the year 2031. This new plan was announced by the Bangladesh Telecommunication Regulatory Commission (BTRC), Dhaka, and was to be implemented shortly after April 3, 2006.

Main objectives of the plan include:

  • to plan in conformity with relevant and applicable ITU standards to the extent possible.
  • to meet the challenges of the changing telecommunication environment.
  • to reserve numbering capacity to meet undefined future needs.
  • to support effective competition by fair access to numbering resources.
  • to meet subscriber needs for a meaningful and user-friendly scheme.
  • to standardize number length wherever practical.
  • to keep changes in the existing scheme to the minimum.

Salient Features of the National Numbering Plan (NNP)

  • N(S)N is ten digits for both basic and cellular mobile services.
  • Basic to cellular mobile service calls use prefix “0“.
  • Basic services are accessed by cellular mobile using “0“.
  • Carrier Access Code (CAC) for ILD has been reserved as “10“ to cater for multiple ILD scenarios.
  • Separate Carrier Identification Codes (CIC) are earmarked for toll and non-toll quality ILD services.
  • All service providers shall use “100“, “101“, and “102“ for Police, Fire, and Ambulance services respectively.
  • Intelligent network service access codes are available on “08“ series.
  • Certain level “1“ codes are earmarked for all service providers to offer various subscriber related services within their network.
  • Enough spare levels/codes are reserved for future needs.

Structure of the International Public Telecommunication Number

Level “0“

  • **Sub-level “000“**: Used for home country direct service (bilateral) and international toll free service (bilateral). Format: 000 + Country Code + Operator Code, except “000800“ which is used for bilateral international toll free service. International called party pays. Format for International Toll Free Service (Bilateral): 000800 + CC + Toll Free Number. International called party pays.
  • **Sub-level “0010“ – International carrier access (prefix) code: Toll Quality Service**: Available for selection of International Carrier Toll Quality Services. Followed by International Carrier Identification Code (ICIC), Country Code (CC), and N(S)N. Applicable after ILD Sector is opened for competition. Format: Prefix (toll quality) + International Carrier Identification Code + Country Code + National (Significant) Number (0010 + ICIC + CC + N(S)N). Maximum 21-digit number. Initially, ICIC is a two-digit code, allotted from “10“ to “99“, with codes “00“ to “09“ reserved.
  • **Sub-level “0020“ – International carrier access (prefix) code: Non-Toll Quality Service**: Format: Prefix (non-toll quality) + International Carrier Identification Code + Country Code + National (Significant) Number (0020 + ICIC + CC + N(S)N). Maximum 21-digit number. ICIC code allotted from “10“ to “99“, with codes “00“ to “09“ reserved.
  • **Sub-level “00“ – International prefix**: Prefixes “001“ and “002“ are used for international dialling covering toll quality and non-toll quality services respectively. They are followed by Country Code (CC) and N(S)N. The format is as per ITU-T Recommendation E.164: Prefix + Country Code + National (Significant) Number (001 or 002 + CC + N(S)N). Maximum 18-digit number.
  • **Sub-level “0“ – National prefix**: The prefix “0“ is used for National Long Distance calls from fixed and mobile subscribers for termination in fixed networks. Format for National Long Distance Service: 0 + NDC + SN, an 11-digit number. NDC + SN is also called the N(S)N. As per ITU-T Rec. E.164.

Levels “06“, “07“ and “08“

Reserved as New Service (prefix) Codes.

  • Level “08“ with codes “08XXX“ is reserved for allocation at future dates, including IN Services.
  • Levels “06XXX“ and “07XXX“ are also available for future requirement of new services including 3G Mobile Services, VOIP Networks and Number Portability.

Level “1“ – Special services

Used for accessing special services like emergency services, supplementary services, inquiry and operator-assisted services. Some sub-levels are allocated for use by access providers within their network. Detailed allocation is in Annex II.

Levels “2“ to “9“ – PSTN number

Numbers starting from “2“ to “9“ are available for allocation for PSTN within Zila. Subscriber Number (SN) within each Zone/Zila is 7 digits. See Annex I.

For inter-network calls within the Zone, 10 digits are required to be dialled without the National Long Distance Prefix “0“. For calls outside the Zone, “0+N(S)N“ as per ITU-T Recommendation E.164 needs to be dialled.

A 10-digit N(S)N is considered sufficient for more than 25 years.

Annex I - National destination code (NDC)

The New Numbering Scheme is based on ITU-T Recommendation E.164 type-3 for PSTN and type-1 for Cellular Mobile.

  • For PSTN: NDC = DN + TC, where DN = OC and TC = Zone Code.
  • For Cellular Mobile: NDC = DN.
  • DN = OC = 2 digits (for Cellular Mobile: 1X) and TC = Zone Code = 1 digit.
  • For BTTB: DN = OC = 1 digit.
